DESCRIPTION OF HAZARDS
Dwelling:
First floor rear bedroom in a four bed room
detached house circa 1979
Background: There are four bedrooms in this two storey shared house, one on the ground floor and
three on the first. Each bedroom is separately rented out with the occupiers having shared use of a
kitchen and living room on the ground floor and a bathroom on the first floor. Each bedroom, as well as
the living room and bathroom, is heated by a radiator as part of the gas fired central heating system
which is no more than 5 years old and is regularly serviced and maintained. The electrical installation
was rewired three years ago. All first floor rooms have windows through which emergency escape
could be made.
A) Fire Precautions and Means of Escape: All internal doors are standard timber panel doors and in a
good condition. Internal walls at first floor level are all 100mm thick timber stud and plasterboard face
construction with the ground floor walls being 100mm thick concrete blockwork with a plaster finish.
There are no smoke detectors/alarms, fire extinguishers or fire blanket provided. The lock to the main
front entrance door and the rear door from the kitchen to the rear garden are 5 lever mortise deadlocks
rather than "escape locks" although a key is hung up by the respective doors.

The provision of an interlinked, mains powered, smoke detector in the ground floor hallway
and on the first floor landing would reduce both the likelihood and the chance of an
extreme, severe or serious outcome.

There is sharing of the kitchen by four households that increases the likelihood of a fire that
can cause harm occurring above that of the average for flats given that there is no AFD.
The majority of domestic fires occur in the kitchen. There is no fire blanket in the kitchen to
tackle small incidents which increases the likelihood of a minor fire becoming one that
could cause harm

The lack of an automatic fire detection and alarm system increases the possibility of
greater than average Class 1 harms as those on the first floor in particular would not be
aware of the existence of a fire and could be trapped when asleep although the window
would provide a route for rescue/escape. However, as the building is only two storeys and
existing doors are in good condition (even if not fire check doors) there is no justification
for changing the other outcomes.
