DESCRIPTION OF HAZARDS
Dwelling:
Background: There are six bed-sits in the house, two on each floor. There is a shared bathroom
located at the rear on the middle (first) floor. There are cooking facilities including a sink with hot and
cold water in each bed-sit. Space heating is provided by a radiator in each bed-sit, run from a gas fired
combination boiler located in the bathroom. The entire property has been rewired to current standard
within the last 12 months.
A) Fire Precautions and Means of Escape: All internal doors are standard timber panel doors and are in
a typical condition and well fitting within the openings. Internal walls are all either 100mm thick plastered
brick or timber stud and plasterboard with glass fibre infill and are in good condition. There is a fire
alarm system installed to BS 5839 LD3 standard incorporating smoke detectors at each storey level
within the common stairwell. There are no fire extinguishers provided within the property and none of the
bed-sits have a fire blanket provided. There is no emergency lighting installed within the stairwell.

Installation of self-closing fire doors with intumescent strips to the letting(s) and the
installation of automatic detection and alarm system (heat and smoke detectors) within the
units to nearer the average, although being an HMO the likelihood of a fire occurring that
could cause harm is greater, the spread of harms would be nearer the national average.

The number of cooking facilities in the building, lack of adequate detection and alarm
systems within the bedsits and lack of an adequate means of escape (no self-closing fire
resistant doors & smoke seals or secondary escape route although assumed windows
provide for rescue/escape), increases the likelihood of a fire that could cause harm.
However the existence of an effective AFD in the within the stairwell and early warning
would offset the increased likelihood of a fire causing harm to some degree. The quality of
the wiring, provision of safe heating and sound condition of existing doors have also been
taken into account.

The unit is most remote from the escape route and place of safety, the lack of any detectors
within the individual bed-sits and the lack of a protected and hence safe, means of escape
increases the risk of more serious outcomes than national.
