Background: This flat is the lowest dwelling in the habitable part of the 7storey building. It is accessed from

the common entrance hall and stairway behind the front entrance door approached from the elevated access

pathway (third floor level of the building). Below are two floors of commercial (service sector) and 4 flats

above, one on each floor. The flat comprises of one large living room/bedroom and partially separated

kitchen with a bathroom accessed from a rear lobby. Floor construction throughout the building comprises of

8 inch deep softwood joists with 18mm thick butt jointed floorboards. In the flats, floors are overlaid with

hardboard sheets, thin underlay and carpet with no insulation within the floor void. Ceilings in the flats are

two layers of plasterboard with a plaster skim finish. There are three single glazed timber double hung sliding

sashes to the side elevation and a small single glazed timber casement in the kitchen and a single glazed

double hung sliding sash in the rear lobby (not shown). The side elevation is onto a busy street and faces a

large 24 hour, multi-storey car park. There are popular entertainment venues nearby.

Justification

The lack of acoustic insulation in this dwelling against traffic and other noise associated

with the use of the busy street, the adjacent car park together with the lack of suitable

structural and airborne sound insulation in the party floors between this dwelling and the

dwelling above (allowing transmission of domestic noise) and commercial use below

means that the potential likelihood of harm resulting from noise including stress as the

result of sleep disturbance is substantially higher than average.

Justification

Installation of acoustic secondary double glazing together with the provision of acoustic

mechanical ventilation to the living/bedroom together with the insulation of the party floors

(or ceilings) to a standard which would meet the current building regulations for flat

conversions would reduce the likelihood of an occurrence by noise intrusion from sources

outside this dwelling to nearer average. However the dwelling is located in an environment

that will be noisier for longer hours than residential areas.
