DESCRIPTION OF HAZARDS

Background: The property is a purpose built block of student flats. There is a 'cluster' flat arrangement

internally with two such flats being accessed off a common staircase on each floor. All study bedrooms,

dining room and kitchens have a substantial sliding metal sash window as indicated in the left hand

photograph. The right hand photograph shows the arrangement within each cluster with rooms being

accessed off a common hall. In the dwelling being rated the sashes can be opened fully since there are no

window restrictors attached to the window. The block of flats is in an isolated location on the campus and

close to a communal road which links an adjacent housing estate to a main road nearby. Local statistical

information on crime in the area reveals elevated numbers of burglaries in excess of national averages.

There are no security cameras and limited security lighting within the vicinity of the block. Whilst there is a

card entry system to the main entrance to the block, there is no burglar alarm system.

Justification

The ground floor location and the lack of restrictors means that access by intruders is

relatively straightforward especially if windows are left open for ventilation. That situation,

plus the lack of alarms, CCTV and the isolated siting of this block in a high crime area will

increase the likelihood of an occurrence, either actual unauthorised entry or the fear of

such an event.

Justification

Provision of lockable restrictors to the ground floor windows which enable them to be left

open for ventilation without compromising security, together with a burglar alarm system

and security lighting would reduce the likelihood of an occurrence to nearer average.
