DESCRIPTION OF HAZARDS

Dwelling: Basement flat in a pre-1920 building

This dwelling is a self-contained basement flat with its own access via an external staircase at the front and

an enclosed and secure rear garden. It is within a building that was converted into flats many decades ago.

The dwelling comprises a living room, kitchen, bathroom and two bedrooms, one of which is located at the

front. The front entrance door is of solid timber with a cylinder lock and mortice deadlock and is in good

repair. There is a door chain fitted but no spy hole viewer. The rear door is a half glazed timber door with a

mortice deadlock and two barrel bolts. All windows to the dwelling are timber, double-hung, sliding sashes in

good repair but with no locks, only sash fasteners. All window glazing is 4mm thick. There is no security

lighting, and the cellar well at the front is partially hidden from from view from street level with the access

stairs being adjacent to the public footpath. The flat does not have a burglar alarm.

Justification

Provision of secure locking to the windows, and the fitting of a door viewer and security lighting will reduce the

likelihood of a harmful occurrence. However, the nature of the cellar well will always make this property

slightly vulnerable and so near the average for an HMO.

Justification

The lack of security locks to the single glazed windows, lack of security lighting to the cellar well, together with

the cellar well being hidden from view from the street and easily accessed, increases the risk of the property

being broken into. The likelihood of a harmful occurrence is further increased because of the fear about the

insecurity.
